Can an automation unlock the car or drive it?

No. Unlocking, moving the car and Autopilot/FSD controls are not in the action list, and automations do not run while Autopilot or FSD is engaged.

How many actions can one automation have?

You can chain several actions, and add Delay steps between them. Tesla has not published a maximum.
